Mike Garcia, a former Navy pilot, will represent California's 25th congressional district through November.

Garcia will serve for the remainder of Hill's term in the 116th State Congress until January, but Smith and Garcia will have a rematch in just six months, during the regular general election in November to represent that seat at the 117th Congress.

Why was this choice so important to both parties?

California's District 25 of Congress is a district in southern California that includes parts of Los Angeles and Ventura counties, as well as the cities of Simi Valley, Santa Clarita and Palmdale.

It is one of several Democratic-leaning districts in California that voted for the senator Mitt romney in the 2012 presidential elections and by Hillary clinton in 2016.

In the 2018 midterm elections, the former representative Katie Hill He changed the district from Republican to Democrat with an 8-point victory over current Republican Representative Steve Knight.

After only about 10 months in Congress, Hill, 32, resigned from the House after dozens of explicit photos of her were published on websites such as the conservative blog RedState and the Daily Mail.

The photos and text messages posted on the sites, believed to have been leaked by Hill's husband, who was separated from her, and revealed that he and Hill entered into a polyamorous relationship with one of the paid employees of the Hill.
